Job Title: GIS Analyst
Location: Joint Base Lewis-McChord, WA

Job Description:
Joint Base Lewis McChord (JBLM) is an approximately 92,000-acre military reservation located in western Washington and is a major military facility for both weapons qualifications and field training. Major land uses within the JBLM boundary fall into two principal areas: the cantonment area (approximately 11,000 acres), and training areas (approximately 77,000 acres).

Engineering and Environment, Inc. (EEI) is searching for a qualified candidate to provide GIS support to the Integrated Training Area Management (ITAM) program. The ITAM Program is the Army's comprehensive approach to land management. ITAM is based on the integration of military mission, natural resource stewardship, and environmental compliance. The GIS Analyst will provide GIS support while working in an enterprise environment. This will include: data collection and management, responses to data requests, and the development and implementation of approved initiatives or actions. He/she will be responsible for documenting data development actions proscribed by the U.S. Army, Sustainable Range Program (SRP) GIS Program Data Development Strategy, and revised data standards for designated SRP geospatial datasets. In addition, updates and status information must be provided to personnel in the ITAM Program and Range Support as necessary to ensure staff remain abreast of all SRP GIS activities. Briefings/presentations on SRP GIS requirements will be prepared and presented, and an annual work plan and report for the SRP GIS component will be developed.

The candidate shall perform the following, but not limited to:
· Software: Maintain and update all GIS and GPS software for all users within Range Support.
o Includes Trimble Positions, ArcPad, SRP customized toolbars, ArcGIS software – Work to keep software compliant; verify CON for all software
· Hardware: Work with staff to determine proper hardware requirements for personnel using GIS and GPS. Provide support for the use and maintenance of large format plotters.
· GPS Equipment: Maintain and update all GPS equipment and software.
o Research for updates to all GPS equipment
o Verify CON for equipment
· Range Data Collection: Collect data in the field and load the data into the SRP GIS data layers. Also, set up ArcPad and Pathfinder for data collection.
· ITAM Data Collection: Assist the LRAM and RTLA Coordinators with data collection methods. Set-up and download GPS equipment as needed and post-process as needed.
· Data Development: Ensure that all data assets are SRP - Quality Assurance Plans (QAPs) compliant and submitted to the Regional Support Center. Use these layers for Range and ITAM data collection metadata. Participate in planning process with other data users and developers.
· Deliverables are created at the request of the ITAM Coordinator, the Range Operations Officer, the Range Facility Officer and the Range Officer. Deliverables may be: maps, figures, drawings, spatial analysis, data asset management, documents and reports.
· Modeling: Research and develop models as needed.
· Data Analysis: Use ArcGIS to conduct data analysis as needed.
· ITAM Support: Assist the ITAM program with data development, geodatabase management, and data collection. Also assist with map development.
· Facilities Support: Provide maps and data support as requested by the Range Facilities Engineer or other personnel in the Facilities Section.
· Operations Support: Provide maps and data support as requested by the Range Operations Officer or other personnel in Range Operations.
· Range Control Support: Provide maps and data support as requested by the Range Officer.
· Soldier Support: Provide maps, Maps on Digits and data support as requested by soldiers.
· Technical support for ArcMap users.

Education Requirements: Bachelors Degree in Geography or applicable field of study from an accredited university.

Additional Requirements:
The following skills and abilities are desired:
· Three years of experience using ArcPad 10 on Windows Mobile
· Three years of experience developing in ArcPad Studio 10 using VB Script and Javascript.
· Three years of experience developing Compact Framework Applications in Visual Studio in both 2008 and 2010 using VB.Net.
· Three years of experience developing with SQL CE.
· Three years of experience collecting natural resource data in disconnected field situations.
· Three years of experience and Skills in using Trimble GPS Hardware for field data collection
· Three years of experience supporting field users and crews collecting data out in the field
· Three years of experience in using ESRI ArcGIS.
· Three years of experience in designing geodatabases with related tables according to enterprise data standards.
