We are looking for a skilled developer for a project using both ESRI and .Net technologies to create a web-based public lands inventory tool for Washington State.

This is remote work but the ability to attend meetings in Olympia once or twice a month would be ideal (not required).

Tasks include:
Provide technical input on recommendations for standardizing state land acquisitions and disposals on a biennial basis, and identifying a preferred process for centralizing acquisition data. Develop a database and methods to update proposed future land acquisition sites or target areas, for display on the web map application, from the biennial State Land Acquisition Forecast report including land acquisitions compiled by the Habitat and Recreation Lands Coordinating Group.

Mandatory Qualifications:
* Experience with ESRI ArcGIS Server 10.1.
* Developing and maintaining web-based and mobile ArcGIS
server applications.
* Implementing security to limit read and edit access to mapping
applications.
* Developing ESRI ArcGIS Server applications that interface with
ArcSDE geodatabases and other map services.
* Developing and maintaining cached maps.
* Experience with ESRI ArcSDE 10.1/SQL Server 2008 R2
geodatabases.
* Administering ArcSDE 10.1.
* Geodatabase design and development.
* Developing Spatial SQL queries.
* Developing spatial views.
* Refreshing data from external sources and ETL operations.
* Experience working with systems built on Microsoft .Net
Framework 2.0 and 4.0 (webforms and winforms)
* Experience working with web sites built on Microsoft IIS 7.5.
* Experience developing technical documentation needed for
maintaining and updating GIS map applications, and user
documentation needed for effective application implementation.

Preferred Qualifications:
* Experience with natural resources GIS data.
* Experience with Washington State Parcel Database GIS data.
* Experience with Washington State DFW, DNR, Parks, Ecology,
OFM, DOT, and counties’ GIS data.
* Experience with US NPS, NOAA, Fish & Wildlife Service,
USFS, BLM, and Census GIS data.
* Familiarity with the Washington State Public Lands Inventory of
1999.
* Familiarity with the Coordination Strategy for Habitat and
Recreation Land Acquisition in Washington State 2005.
* Familiarity with the Recreation and Conservation Office PRISM
application and database.
